i can't start my vsftpd

[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd start

500 OOPS: vsftpd: cannot open specified config file

[root@BELOVED vsftpd-1.1.3]# ftp localhost

ftp: connect: Connection refused

ftp> bye

[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd &

[root@BELOVED vsftpd-1.1.3]# /etc/init.d/vsftpd stop
