shell中使用XmNallowShellResize, FALSE不行，
XmForm中用XmNresizePolicy, XmRESIZE_NONE也不行。
why？

设成True试试。如果还不行，将XmNmaxHeight和XmNminHeight以及XmNmaxWidth和XmNminWidth设成一样。
XmNallowShellResize ： Specifies that if this resource is False, the Shell widget instance returns XtGeometryNo to all geometry requests from its children.
